Maricopa County's strategic plan is designed to show how the collaboration intends to implement a community-wide adoption guarantee for healthy pets by Year Five, sustain that guarantee in future years, and then tackle the task of saving treatable animals. The ultimate goal is to create a no-kill community by the end of the ten year period.
