The California Veterinary Medical Association’s (CVMA) Pet Altering Program for Low-Income Caregivers (PALS) ran from July 2001 to May 15, 2002.

The purpose of the PALS program was to provide low-cost spay/neuter surgery for dogs and cats belonging to California’s low-income caregivers. By the close of the one-year program, CVMA had enrolled 684 member veterinarians and performed 15,183 dog surgeries and 22,640 cat surgeries for a total of 37,823 surgeries. The PALS program was underwritten by a $2.4 million grant from Maddie’s Fund.
