Christie Banduch was recruited to become the sole Animal Control Officer and Kirby, TX, Shelter Manager. She led the shelter from a 6% live release rate to over 90%. Then in a conversation with Andrew Winter of Bexar County, they developed the idea for a No-Kill county shelter of their own. The new shelter's first phase will be completed in December 2016.
