In 2017, the ASPCA developed the National Capabilities for Animal Response in Emergencies (NCARE) survey that was distributed to all states and many counties. To validate those findings, the ASPCA, in concert with the Washington State Department of Agriculture, developed the WSCARE survey that was sent to all 39 counties in the state in 2019.

At about the same time, the ASPCA and the National Alliance of State Animal and Agricultural Emergency Programs (NASAAEP) developed a survey to determine national veterinary response capabilities. This talk discusses the major findings from those three surveys and how those results may guide local jurisdictions in determining and enhancing animal response capabilities. This presentation was recorded at the 2019 ASPCA Maddie's® Cornell Shelter Medicine Conference.

Tim is the Disaster Response Manager for the ASPCA's Field Investigations & Response Team. Tim has a Bachelor of Arts in Communication with a Public Relations concentration and has certifications in/as: Emergency Medical Technician (Basic) Instructor.

Tim's responsibilities include responding to major incidents involving animals across the country and working with jurisdictions to help prepare for various disasters. Tim's background in the fire service and animal rescue has allowed him to respond to various incidents involving both humans and animals including landslides, tornadoes, hurricanes and wildfires. This experience has allowed him to teach animal emergency response, wildland firefighting, technical large animal rescue and much more.
